ENGR00171035 Fix OV3640 XGA can not work

- Fix OV3640 XGA cannot work, XGA can be supported
- Add OV3640 720P, 1080P at 15fps support
- Fix a MXC_V4L2_CAPTURE driver bug, when setting param,
only when current mode and framerate are the same
with param, then not change current setting again
