ENGR00213158-3 FB: Clean up fb interrupt handler

Clean up the fb driver for maintainability:
1. Use completion instead of semaphore API interface.
2. Use IPU oneshot interrupt mode and remove ipu_disable_irq()
   function call in interrupt handler.
