perf tools: Add PARSE_OPT_DISABLED flag

perf tools: Add PARSE_OPT_DISABLED flag

In some cases, we need to reuse exising options with some of them
disabled.  To do that, add PARSE_OPT_DISABLED flag and
set_option_flag() function.
