root cause:
b1:02.0 can not be added more range, because b1:03.0 is just after it;
no space between the required ranges.
Solution:
Try to assign required + optional all together at first, and if that
fails, try again with just the required resources.

add !realloc_head->next check if the list is empty to bail early
according to Jesse.
